Introduction and Background In the year 1985, Thai Airways International Public Company Limited (THAI) set up the maintenance center for maintenance of widebody aircraft i.e. Airbus A300, Mc Donnel Douglas DC10, Boeing 737/747 and also the associated components installed in each related aircraft. THAI repair station shall operate and be satisfied the requirements of regulations of authorities concerning the airworthiness such as Federal Aviation Regulations (FAR) of Federal Aviation Administration (FAA) USA and Joint Aviation Regulations (JAR) of Joint Aviation Authorities (European country). The maintenance of precision measuring tools and equipment (PME) used in aircraft maintenance activities at repair station are stated and required in the requirements of those regulators. The calibration laboratories in Group of Reference Standards Laboratory at THAI have been in operation since July 1986. The laboratories were designed to provide the calibration and maintenance facility capable for supporting complex electrical and mechanical test equipment associated with the maintenance of the said aircraft and some other new types of aircraft i.e. Airbus A330, A340 and Boeing 777. Calibration tasks are conducted and complied the requirements in accordance with ISO/IEC 17025, ISO10012, ISO-9001 and also recognized and accepted by authorities which THAI Technical Services Department are holding their special types of certificates for aircraft repair station such as Federal Aviation Administration (FAA) USA and Joint Aviation Authorities (JAA). A quality assurance program is implemented in the Laboratory to confirm the competence and correlation coefficient of the measurement by succession auditing and holding Certificate of Laboratory Accreditation Calibration No. 0003 from a well established national accreditation body, Thai Laboratory Accreditation Scheme (TLAS) Thai Industrial Standards Institute, Ministry of Industry since 28MAY1996 in the Electrical and Dimensional measurement activities. The Temperature, Relative Humidity, Mass, Pressure and Force measurements are under evaluation of the auditing process by TLAS. Accommodation of Laboratory The Laboratory premises are under Technical Services Department and being next to the Bangkok International Airport (Donmuang Airport) on Vibhavadi-Rangsit Road. They are all three main laboratories which are divided into :-
The Reference Standards Laboratory in THAI is the highest echelon laboratory (Secondary Laboratory) who is maintaining and holding the highest hierarchy calibration standards classed Reference or THAI Primary Standards level. The technical areas of Reference Standards Laboratory are consisting of four laboratories :- The calibration areas are covered
270 m2 of rooms whose surfaces are furnished to avoid dust and made it
washable. The wooden floors of Electrical and Mechanical Laboratory are
raised 60 cm and made being anti-static according to DIN54 345, 519 53,
ERI-geaude. The temperature laboratory area is about 64 m2 with raised
steel-plate floor to avoid and protect the hazard of heat and chemical
material as media of temperature apparatus. The ventilation of toxic chemical
solution is also provided for health safety. The environment control for each area of laboratory is;:- Electrical Working Standards Laboratory The Electrical Working Standards Laboratory are provided for support the electrical tool and test equipment calibration activities used for aircraft maintenance requirements at Working Standard level. The calibration areas are covered 81 m2 and controlled for the proper environment as recommendation at (23 ± 2) °C of temperature and (50 ± 10) % of relative humidity at 24 hours a day. The monitoring shall be also provided continuously by temperature and relative humidity recorders. Mechanical Working Standards Laboratory The Mechanical Working Standards Laboratory are provided for support the calibration of mechanical tool and test equipment used for aircraft maintenance requirements such as dimension, torque, pressure, flow, force, mass and etc. It maintains as Working Standards level. The calibration areas are covered 81 m2 and also controlled for the proper environment as recommendation at (20 ± 2) °C of temperature and (50 ± 10) % of relative humidity at 24 hours a day. |

Staffing The Laboratory staff are consisting of :-
Most of the laboratory technical staff have been taken the extensive training in metrology from the well recognized standards laboratories i.e. CSIRO National Measurement Laboratory (NML) Australia, National Physical Laboratory (NPL) England, National Institute of Standards and Technology (NIST) USA, Portsmouth Polytechnic UK, John Fluke Co. Inc. USA, Hewlett-Packard USA, Weinschel Engineering USA, Wavetek Corporation UK, Thai-German Institute Chonburi and etc. The trainee staff can also be trained in-house facilities as an On-The-Job-training by authorized staff as supervisor. The ratio of authorized staff and under-supervised staff is not more than 1:5 to maintain the effective measurement competence and quality consistency. All training records shall be kept and available at all times in the Laboratory. |

Tracability The Laboratory shall provide the measurement traceability evidence of achievement and fulfill the requirements of standards i.e.
